****Long post alert: Travel related steps: Here is a complete guideline/suggestive documentation on all the steps/Dos/Don’ts for travel (updated as per phase 5 of VBM) for USA to India:
1. Travel eligibility: Anyone who is an Indian citizen, OCI card holder can travel (for Visa holders I am not sure of the eligibility).
2. Tickets/Airlines:
a. Registering yourself with the embassy (and note down your registration number/take a print if possible): https://repat.videshapps.gov.in/user_registrationPg?fbclid=IwAR0D3IbjK4VPk-SWoI_1Atj2zkT_NUXIwDLZywAJNmiNM0qVcZjZuW_dvCs
b. Based on various experiences, traveling via Air India or United Airlines should be preferred.
c. There could be other airlines with stop overs being run, but I am not covering extensive steps for them.
d. Book the tickets preferably directly with the Airlines (if not, then contact travel agency).
e. If your final destination does not have VBM connectivity then make sure that your separate domestic airline travel is booked keeping at least 5-6 hours of layover, after arrival at Delhi/Mumbai.
f. Baggage allowance: If your final destination is under VBM or under the same ticket by any airline (e.g. United/Vistara) then their allowances will follow (2X23 or 1X23 depending on airline). If the domestic leg is separate (e.g. Indigo/GoAir/Vistara) then you will only be allowed 20Kg check-in and a small handbag (not carry on) in cabin.
3. COVID testing:
**please note that Covid testing is not mandated, but is olny suggested if you want to avoid institutional quarantine.
a. Who should get tested: Only those who do not already come under the 4 categories e.g. Pregnant ladies, Families with kids under 10 years, critical medical cases/serious illness or death in the family.
i. Also, get tested only if your state mandates institutional quarantine except for above 4 cases and you want to avoid institutional quarantine (at the time of writing this, Karnataka, Orissa and Kerala only have home quarantine as default option, so no need of Covid testing if you are traveling to these states under VBM).
b. Where to Get tested:
i. Walgreens is FAST (report within hours), FREE for all (even Indian visitors with or without Insurance). Visitors only need to carry their passport. Report will be emailed to you! The test is called diagnostic PCR test and is accepted for approvals.
ii. If Walgreens is not accessible/nearby then check local centers/urgent cares/primary physicians etc. Key factor should be that the report be available quicker!
4. Before traveling:
a. If you wanted to get exempted from institutional quarantine, then fill this form (make sure you have Covid test report or proof of getting tested, if you are awaiting the report, if your exemption category is “RT-PCR test”) :
b. Fill the online self-reporting form:
c. Download the Arogya setu app (this will help avoid using data plans/wifi dependency at airport)
d. Online Check-in/Web Check-in
e. Keep few copies of your passport non-blank pages (just in case)
f. If your onward travel is via non-vbm flight or by road to a different state (e.g. Delhi to Ranchi), then please apply for Epass in advance. The domestic leg travel will not be allowed unless you have Epass. For my mom's case, the Indigo staff were kind enough to do this for her (and her co passengers).
5. Travel:
Port of departure airport (Chicago/SFO/EWR etc):
a. Reach airport 3-4 hours before (to avoid any last-minute surprises and large queue).
b. There is a thermal screening done while you are in the check-in line.
c. A form provided to be filled (basic details about you and your itinerary)
d. Once you get the check-in completed, you can proceed to the security check-in and from here on it should be a normal process like before.
Port of Entry airport (Delhi/Mumbai etc)
a. Passengers with onward travel will be de-planed first
b. If you have applied for exemption from quarantine, then your process will be much smoother/faster.
c. Ensure that you carry physical copies of your ticket, Covid -ve certificate, Exemption approval, Self-reporting form. These will be checked at various steps.
**Onward travel from port of Entry
a. Onward flight via VBM (same flight/different flight):
a. If it is the same flight/pnr or under VBM, you will not have immigration done at port of entry and you will be fast tracked to you domestic flight departure gate.
b. Your immigration will be at your destination airport (e.g. Bangalore/HYD/AMD etc)
c. Your baggage also would have been thoroughly checked in (please verify this when you are checking in)
b. Onward travel via non-VBM domestic flight:
a. Your immigration will be done at port of entry airport.
b. You may be hand stamped for home quarantine of 14 days (if you were approved)
c. You will have to collect your baggage at port of entry and keep with you until you reach domestic departures to check-in the baggage again
d. Your baggage limit will be limited to domestic flight rules (e.g. 1 piece 20 kg for economy)
c. Onward travel by road:
a. Similar experience as travel with non-vbm domestic flight
b. You may have to obtain an E-pass (check rules for your state)
c. You may have to pre-book cab (or arrange your own transport mode).
