Vijayawada people seem to have more free will, and are more individualistic. that's also why they are successful in exploiting in Hyderabad's staid rule following regime. but its hard to emulate it in their own city. this i think is a fundamental reason for why vijayawada people can't seem to collectively decide on a course of action for their city and stick by it.
