Next visa bulletin release date

Ee month 23rd release chesaru visa bulletin which is delayed.

So next month around same time expect cheyocha or can it be as early as Nov 12th?

Date of filing is always estimated to be how much they can move in the whole fiscal year, if more porting come from eb2 to eb3 obviously it will retrogress

There is no way they could issue GCs to EB3 till 2014 this FY even if down-porting did not occur. They made rapid movement just to get mass funding.

even if the DF was stopped at 2012 December for EB3, they know that enough down porting will occur to consume entire year GCs. 

gathering enough fee is the only reason for keeping FA and DF 4 years apart.

This was a well calculated hat-trick move.

1. Extra $700 from down porters 

2. New increased fee for October filings

3. Premium fee from whoever can apply I140 in premium.
