New Petitions ki same candidate tho how? For example, if you are working for an employer who files your I-140 with Job  title say "AFDB Spammer" in EB-2, filing a new petition for same candidate with another job title "AFDB Scammer" in EB3? How does Perm works in this case? Don't you need new Perm? Amending is good choice keeping same title. Not sure if this is not how it works. But I did not hear any issues with new applications.

That is right. But I think Some people are trying as new so that they can still keep eb2 140 active in case eb2 final action moves faster in future. 

applying as amendment will cancel eb2 140 and in future you have to apply again for eb2 140 if eb2 becomes faster. Cons : extra fee, processing time and chances of audit etc from applying so many times. 

apparently In the past uscis didn't cared much about this. but now they are according to trackitt and whatsapp forwards.

Audit is a thing regardless. If dates are  available you can’t take advantage?

No brainer for 2013 , 2014 , 2015 people. And if EAD is person priority. 

Might be a gamble for people with dates before that. And if GC is priority.

EAD is 100% better than being on H1-B. Depends on how you want to see it.
