Even Pakistan , china give more powers to local bodies than india .  

Civic bodies must be given a share of GST and revenue streams independent of state or central government .

In a real world class city like new York , London  the mayor will have more power than governor .

Ofcourse andhra's only speciality is the sea coast . Tourism + port based infra should be a important focus
