A group of U.S. technology workers have lost a long-running lawsuit challenging an Obama-era training program for international students with degrees in science, technology, engineering, and mathematics.

Judge Reggie B. Walton of the U.S. District Court for the District of Columbia denied the Washington Alliance of Technology Workers’ motion for summary judgment—which sought to strike down the program as improperly authorized—in a two-page order issued Monday, and granted the government’s cross-motion for summary judgment.

An opinion explaining the court’s rationale will be issued in the next 60 days, the judge said.
