GC is given to a person, not to a country. So why would you say it's unfair to people of other countries, when every person from each country is treated the same way.

See thats ok but the point is if you have 140 approved  you can still apply for 485 if you have completed 2 years 

then get ead your gc might be delayed 

for example :if a guy got 140 approved with pd2019 and he isn same company in the current state which you are decade away
