why aren't indian universities not at the level of harvard , stanford?

If there is no USA, there is no Harvard, stanford etc...

Many of these univs in USA have very average curriculum which we learned in our inter or btech in india.

US universities are just money minting machines and nothing more.

Yep, this is the main reason. IITs and IIMs are not Universities, they are institutes that teach a few disciplines relevant for the job market.

Universities need high infrastructure and research output. Indian universities lag big time in both. There are various other factors but these two stand out as major ones.

It all comes down to the funding and the research eco system . 

1.  the best and the brightest either join a MNC or go abroad for further studies after UG program

2. The funding programs for higher education is pittiable 

3. Research grants / tie ups with coorporates are non existent . 

4. Corruption in R&D programs that divert the funding to cronies 

...china is atleast 3 decades ahead of us , I heard that they are investing atleast 1000 times more than india into STEM research programs .  

Chinese universities are producing better tech even Americans in several fields like telecommunications , drones , battery tech , solar , etc . 

Indian universities funding is being cut and center is asking more universities to self finance
