We can eb2 interfile only if we didn't changed jobs and are still with same employer who filed 485 ani telling teddy vuncle. 

for downgraders whose dates got retrogressed in eb3 but current in eb2 , You can file for new eb2 485 only if you haven't used your EAD yet and still on h1b status.
