My assumption is Pass ina pass kaka poina... CO tappu telusukunnadu.... he won't move the DF unless he foresee a realistic FAD.

It was intentional. People paid thousands of dollars more for downgrades. That is what they wanted. To secure more funding since they were already in budget crisis.
