If I am not mistaken eb1 spill over happens during same fiscal year. It is not like FB spill over which comes from previous year. So we need to wait for first few quarters to know the effect of EB vertical and horizontal spill overs to know future demand. I feel consulates will be back to almost complete normal by that time. 

Eb1 consular cases are piled up from few years. That number will be big.

2012  downgrades got another opportunity to try there luck. They can leave tx, Lin blackhole.. file new 485 application with out EAD, AP. also if bio metrics completed, they might reuse.

those eb2 estimations and date movements are based off of approved I140 numbers.  so interfiling or new 485 doesnot matter in terms of date movement I think.
