The party’s manifesto, released on Saturday, also promised 75% reservation for Tamils in employment opportunities in companies and a reduction in petrol, diesel and milk prices

Establishing a special court to try corruption charges against Ministers in the AIADMK government; live telecasting of TN Assembly proceedings; a law against NEET in the first Assembly session; the restoration of the old pension scheme for government employees; a monthly electricity billing cycle and free milk for school students in the morning are some of the promises made in the DMK manifesto for the 2021 Assembly polls.

Describing the party’s manifesto as the “second hero” of the DMK, party president M.K. Stalin, on Saturday, said a separate government department would be set up to implement the promises made in the manifesto.

Price reduction

At a time when the rise in the price of petroleum products has become a cause for concern, Mr. Stalin announced a ₹100 subsidy per cooking gas cylinder. The price of petrol and diesel will be reduced by ₹5 and ₹4 per litre respectively; the price of Aavin milk will be reduced by ₹3 per litre and there will be no increase in the property tax till the economy revives from the impact of COVID-19, the manifesto said.

The manifesto also said the DMK would urge the Centre to make Tirukkural a national book. It also promised 75% reservation for Tamils in employment opportunities in companies.

Women welfare

There are a slew of promises for the welfare of women, which include 40% reservation for women in government jobs, increasing maternity leave to 12 months (from the current six) and ₹24,000 as maternity assistance.

For people with disabilities, there will be smart cards, free travel passes and motorised three-wheelers for travel.

Besides announcing ₹4,000 as relief to all ration cardholders in view of the pandemic, the DMK promised one kg of extra free sugar for all cardholders. Blackgram will also be sold through ration shops.

Announcing a ‘Kalaignar Unavagam’ scheme on the lines of the Amma Unavagam set up by the AIADMK, the DMK also promised places would be set up, where workers could stay the night.

Temple restoration

Hindu temples, the manifesto said, would be restored at a cost of ₹1,000 crore. Churches will get ₹200 crore for restoration. Sponsored spiritual tours covering famous temples will be organised.

The manifesto also promises a separate board for journalists. There will be an increase in the pension of journalists, it said.

The restoration of Buckingham Canal and a separate department for natural farming are among the other announcements.

The DMK’s promise of monthly assistance of ₹1,000 to all ration-card holding women has set off an interesting and acrimonious debate on an entirely nascent social welfare concept – universal basic income (UBI).

Even for a state with a political history of competitive welfarism, the announcement by the DMK leader MK Stalin marks a new high in populist economics.

Commentators in the social media have compared the DMK announcement with the UBI, the experimental concept that has been tried in some countries, either criticising it as an unscientific measure or supporting it as an effective tool to improve the condition of women.

UBI as a concept has been actively mooted since the 2008 global economic crisis and has gained more traction since the COVID-19 pandemic, but it has a history preceding both.

Tamil Nadu – A Pioneer in Welfarism

Tamil Nadu, with a history of welfare schemes, has been gradually universalising such welfare measures over the past few decades.

From the midday meals scheme of the Kamaraj era, which was restricted to poor students in primary schools, welfarism was extended to gradually universalising the scheme to all school-going students through the 1980s and ’90s. The midday meals scheme itself was not new in Tamil Nadu, as the first such effort was started by the Justice Party-run Madras Corporation in 1920 in a few corporation schools.

The welfarism in Tamil Nadu is unique in India – with the state leading in introducing and successfully implementing many welfare schemes; economists such as Amartya Sen and Jean Drèze have lauded the state in their 2013 book, An Uncertain Glory – India and Its Contradictions, for its inclusive social and economic policies.

In this context, the DMK’s 10-year vision document for the state makes an audacious promise to make a giant leap in this trajectory of welfarism, by promising direct economic assistance to women, not as a sop but as entitlement. The phraseology used by the DMK – ‘urimai thogai’ instead of the usual ‘udhavi thogai’ – is daring in the sense that it makes the people reimagine the role of their government in ensuring their progress.

All, of course, subject to the caveat that this scheme would be possible only if conditions like better governance, prudent fiscal management and eradication of corruption are met. In a state that is being crushed under the load of a massive debt that is set to cross ₹5 lakh crore in 2021-22, that seems to be a massive challenge.

IT sector is exempt .

Also Chennai IT sector is kind of unique , it  has the highest share of local employees out of Hyderabad , pune , Bengaluru  due to better education policies of the state .

Also the weather is pretty harsh for outsiders to settle here , so they usually don't prefer Chennai anyway if given a choice between Bengaluru or Hyderabad

2019 lo TDP , ycp manifestos cross chesayi , tamil nadu will take back the crown in 2021 . 

 unlike Andhra , tamil nadu has the capability to sustain welfare in the long run . 

I am kind of suprised that they went with such a populist manifesto , so it seems the Election is not as easy for DMK or it's just Stalin's insecure nature at it again

I was actually surprised with DMK's manifesto. Populist schemes are flavor of the season but was not expecting this type of outreach by DMK, considering they are positioned better to win the polls.

It seems DMK don't want to take any chance now or ground situation may not be as favorable as it appears.

Stalin has a very insecure personality , he should have contested these elections solo or with few local parties at most but he still chose to share seats with unnecessary baggage like congress .

Same way he's not leaving everything for chance , 2014 lo TDP / YCP kooda big difference TDP offered much more including a loan waiver . Jagan spoke reality that a loan waiver with states finance is not possible and lost .Parties will not leave anything for chance anymore

I think a lot of parties from other states are also looking at this election. DMK will or probably lead the coalition for 2024 against BJP/NDA. I'm not surprised if parties like TRS or JDS may support financially or behind the doors for DMK. I don't see any other party or leader willing to take a lead against NDA for 2024. 

Stalin is just making sure we will not loose this election.

There used to be a Hindu news channel but it shutdown few years ago .

Dmk is run by telugu landlords, coimbatore c batch, nadar businessmen, mudaliyars, it's pure zamindari party , transferimg power from one generation to next generation not only at the top but in constituencies dynast party, they always support upper castes when riots happen btw upper caste and Dalits happen

DMK does not need finance from anyone , they have as much money as TDP .
