An innocuous tweet put out after watching the movie Asuran has landed the DMK and its president Stalin in the eye of the the ‘Panchami’ lands storm.

The controversy will likely be in focus until either the Chief Secretary responds to the National Commission for Scheduled Castes or someone sets the record straight.

A week ago, Dravida Munnetra Kazhagam President M K Stalin watched the latest hit Tamil movie “Asuran”. Soon after watching the movie, he tweeted that the film was “not a movie but a lesson”.

The film is based on the Tamil novel, Vekkai (heat or humidity) written in 1982 by noted author Poomani, who won the Sahitya Academy award for his novel Angaadi in 2014.

Stalin, in his tweet, said the movie was a courageous one as it questioned casteism based on recovering “Panchami” lands in Tamil Nadu.

When the DMK President put out his message on social media, little did he think that it would boomerang on him so spectacularly. The first one to latch on to his statement was Pattali Makkal Katchi (PMK) founder leader, Dr S Ramadoss.

Ramadoss trolled Stalin asking him that since he had ‘learned the lesson’ would he ensure that the land on which DMK’s official journal Murasoli now stood was returned to its actual owners as the building had been built on “Panchami" lands?

Stalin responded immediately saying Murasoli was constructed on a private individual’s land. He also offered to quit politics if it was proven that the official journal of the party had been constructed on “Panchami” lands.

Trolls got hold of his statement and went on to show that two of the plots on which Murasoli premises have come up are “Poramboke” or unassessed lands that had been reserved for the public.

The issue has now reached the National Commission for Scheduled Castes with the Tamil Nadu Bharatiya Janata Party (BJP) secretary, Prof R Srinivasan’s complaint that “Panchami” lands are part of the Murasoli premises.

The Commission has now written to the state Chief Secretary seeking information on the lands. Stalin has criticized the notice to the Chief Secretary, saying that the BJP leader has got misled by Ramadoss.

The BJP leader has responded saying that the issue was not raised by Ramadoss first but by Marumalarchi DMK (MDMK) leader, Vaiko. (Vaiko in a meeting has even questioned the actual date of Murasoli's launch.)

Viduthalai Chiruthaigal Katchi (VCK) leader and Chidambaram MP (member of parliament), Thol Thirumavalavan, when asked about the controversy, said the government should look into all issues regarding “Panchami” lands, including Murasoli premises.

More disconcertingly for the DMK, an old video of Thirumavalavan alleging that Murasoli has been constructed on “Panchami” lands has begun doing the rounds on social media. The VCK, interestingly, is now part of the DMK alliance in Tamil Nadu.

The controversy will likely be in focus until either the Chief Secretary responds to the National Commission for Scheduled Castes or someone sets the record straight.

But what is meant by “Panchami” lands and what is the controversy about?

According to “Tada” Periyasamy, who had launched a movement to retrieve these lands in 2011, historically the scheduled caste people were not treated as part of the four varnas of society and hence, were termed “Panchamis” (the fifth).

In 1890, the Chengalpattu collector sent a proposal to Queen Victoria in England to grant unassessed lands to the depressed class or scheduled caste people.

The British Parliament cleared this proposal in 1892 and the scheduled caste people were granted such lands until 1933.

At least two million hectares have been granted to the scheduled castes across the country with at least 2,50,000 hectares given to the community in Tamil Nadu. Lands thus given to the depressed class are called “Panchami” lands.

The “Panchami” lands were given only to the scheduled caste people with a rider that they cannot sell it for the first 10 years. This was to ensure that they can use this to engage in farming and earn some income for themselves.

“After 10 years, the lands could only be sold to Dalits (scheduled caste) and not to any other community person,” said Periyasamy in a 2011 interview.

A Right to Information (RTI) data got by Periyasamy revealed that one-third of the “Panchami” lands in Perambalur district in Tamil Nadu was under illegal occupation or had changed hands.

“In some cases, though the lands were in the name of the scheduled caste, some upper caste person was enjoying the benefits,” he said.

The “Panchami” land issue has been raised in the Madras High Court a couple of times too. On 10 March 2017, the High Court asked the state government to conduct a survey across various districts to find out the extent of “Panchami” land available in Tamil Nadu.

In 2010, the Madras High Court struck down the construction of flats on “Panchami” lands and said the government had powers to re-enter and take possession of the land.

Last year, the National Commission for Scheduled Caste ordered district revenue officers to provide details of encroachment of “Panchami” lands and the steps taken to recover them.

The Commission gave the officers 15 days to respond but nothing was heard about this matter thereafter.

The “Panchami” land issue has been in focus in Tamil Nadu now and again. With a tweet that Stalin thought was harmless, the issue is back in the limelight and it has the potential to dent DMK’s damage.

Congress has no votebank In tamil nadu outside of muslims , Christians 

 But the thing is they too will vote for DMK since they are the only party that can defeat bjp alliance 

A vote for congress is waste of vote if they had contested individually

his tenure was tarnished by the infamous Kilvenmani massacre where 44 agricultural labourers belonging to the Scheduled Caste were burnt to death over wage struggles.

 

 

It is not that the DMK played an active role in the slaughter so much as its reaction to it that is telling. What irked activists of that time was the callous attitude of the government and its representatives who had come to power promising to be a voice of the subaltern. Women’s rights activist and writer Mythily Sivaraman’s accounts compiled in a volume Haunted By Fire tell us how the ruling DMK downplayed the incident and tried to erase it from public memory. Fearful of alienating Backward Caste (BC) votes, condemnations were conspicuous by their absence and it was left to the Communist movement in Tamil Nadu to commemorate and memorialise the event.

The police attack has intensified growing anger against the Dravida Munnetra Kazhagam (DMK) state government. The DMK leaders, concerned about their fate in general elections to be held in September and October, attempted to dampen the general outrage. The state government, led by Chief Minister M. Karunanidhi, immediately appointed K. Karthikeyan, a retired district judge, as an one-man commission to inquire into the matter, and withdrew the cases against the jailed 652 Manjolai tea estate workers, who were in Tiruchi central prison. That led to their release on July 28.

 

In a statement made on July 27, Chief Minister Karunanidhi charged that the marchers turned to violence and tried to forcibly enter the Collectorate. This was a crude effort to blame the workers for the July 23 massacre.

Karunanidhi also attempted to belittle the Manjolai estate workers' demands, claiming that all the problems of the workers, except their demand related to "half a day's wage", had already been resolved. What the workers demanded was the withdrawal of a 50 percent cut in their daily wages, which management had imposed over the past four months as a penalty.

The state government lost no time completing its post-mortem on the people killed in the police attack, and the bodies were buried by the government under tight security on July 28, just five days after their deaths. The relatives of the dead refused to accept the bodies. The post-mortem verdict was that the death of all the victims had been caused by "asphyxia" following drowning.

The statement of the Chief Minister and the way the officials conducted their inquiries showed that the state government was attempting to cover up the role played by its civil and police officials in organising the massacre in Tirunelveli on July 23.

The TMC, PT and Stalinist CPI (M) and CPI, which led the workers' procession on July 23, are doing nothing more than making appeals to the same state government that is seeking to justify the police attack. The TMC and PT initially demanded that the DMK government re-open the postmortem on the dead, and bring in doctors outside of Tamil Nadu state. They also called for the suspension of the District Collector in Tirunelveli and all the police personnel on duty that day, as well as a judicial inquiry by a sitting judge of the Chennai (State capital) High Court.

They warned that they would hold a fast in front of the Chennai Secretariat on July 28 if their three demands were not met by the evening of July 26. But when the DMK government appointed a retired Supreme Court judge, S. Mohan, in the place of the retired district judge to probe the incident, while rejecting completely the demands for the suspension of officers and a new postmortem, the TMC and PT withdrew their planned fast, welcoming the change and saying they were only "awaiting a positive response" from the government to their demands. Later, when it became clear the DMK government had no intention of granting further concessions, the TMC-led four party coalition, to which the PT also is affiliated, held a state-wide fast on July 31 "in support of the Manjolai tea estate workers".

The CPI (M) state committee has demanded action against the district Collector and the senior police officers for the July 23 incident and more compensation to the families of the deceased. It held a state-wide agitation for those demands on July 30. At a joint protest meeting with the CPI held in Tirunelveli on that day, CPI (M) State Secretariat member A. Soundararajan said his party rejected the inquiry commission headed by retired justice S. Mohan and demanded an inquiry by a sitting judge of the Madras High Court. But their ally, the CPI, welcomed the Justice Mohan commission.

The brutal nature of the July 23 police attack is a clear indication of how the basic democratic rights of the masses have been severely suppressed by the ruling classes in India. Here the governing party in Tamil Nadu, the DMK, can surely count on the support of the Bharatiya Janatha Party (BJP)-led central government, because the DMK is now a member of the alliance led by the BJP, the National Democratic Alliance (NDA). The DMK at an earlier point was allied with the TMC; both were in the United Front-Left Front, which ruled the country before the BJP-led government took office in 1998.

But in the confidence vote faced by the BJP-led government last April 29, the DMK broke ranks to vote with the BJP. At that point the former allies, the DMK and the TMC, became enemies. For their part, the TMC and their allies, including the PT, are seeking to utilise the Tirunelveli incident to gain an opportunistic advantage in the upcoming general elections.

But in the confidence vote faced by the BJP-led government last April 29, the DMK broke ranks to vote with the BJP. At that point the former allies, the DMK and the TMC, became enemies. For their part, the TMC and their allies, including the PT, are seeking to utilise the Tirunelveli incident to gain an opportunistic advantage in the upcoming general elections.

 

What about Periyar being against Dalits?? It was one of your points?
