It's based on government of India allocations. Neither central government nor Bharat biotech revealed official stats. many States are claiming their own numbers. 

they have serious manufacturing constraints. 80-90% of vaccines administered so far are covishield. They should seriously think about co manufacturing license with other companies before foreign vaccines flood the market.
