As per KP/Nakshatra Nadi Chart attached in initial posts, please find the Nakshatra Lords for each cusp

1st, 5th and 9th houses are called as Dharma kona

In case of above Mercury rules 1,5 &9 houses as Star lord 

2nd, 6th and 10th houses are called Ardha Kona

In case of above Venus rules 2,6 & 10 houses as Star lord 

3rd,7th and 11th houses are called Kama kona

In case of above Moon rules 3,7 & 11 houses as Star lord 

4th , 8th and 12th house are called Moksha Kona..

By the way venus as a planet is very good it is called natural benefactor as per sage parasara -but in case of Saddam hussain it was wrongly connected @sublevels- please study inter-stellar sub lord subject you will understand what I am saying
