Correct Bro. My kid went to india in Oct 2020 when restrictions are in place. My kid has 5-year entry visa but we had to apply for special one time entry visa(free) to taker her to India. It took about 3 days to get it. Best bet is to email your area Consulate General of India and they will give correct information. Also make sure you take some print outs of email reply from Consulate General. The stupid Immigration officers in India doesn't know their own rules and ask questions why you had two visas on your passport incase your have to apply for special entry visa
