When I was young I used to think the same but such practices will only lead to anarchy. 

Terrorists , mafia members antey artham undbi but civilian cases lo ilanti encounters ki choti undakoodadhu 

If a rich guy commits rape,  Innocents will be executed in his place and case will be closed .
