The main focus of the bill is climate change and investments required to secure the infrastructure and support people in transition to less dependence on fossil fuels. Obviously, he is backed by ExxonMobil who is securing their investments and slowing down the progression. Also West Virginia is a coal town, 40k out of 200k voters are still employed in the mines, he has his voters interest as well
