Don't forget the umpteen number of crorepatis in Mumbai or other places that want to convert their black money into white money .... one of the ways is to produce a film that they intentionally want to flop so that they can spend less and post huge losses to tax department ... I am sure most of the non sensical movies that come out fall under this category

Along the way they get to fulfill their other desires - like producer , meet heroines etc.. 

Thats why you see some movies doesn't even feature even in movie websites or some don't even have youtube trailers. No one knows if they are released or not ... 

Make movie for 50 laks to 1C , show 10C loss.
