This civil services is just a concept carried forward from British legacy. It was created to  loot indians and serve british masters. Asalu "Collector" ane word vocchinde daani background nunchi

So even after independence we copied the same concept and continuing to loot people but only difference is they are serving their brown masters instead of whites.
