(అమరావతి - ఆంధ్రజ్యోతి): రాష్ట్ర ప్రభుత్వం అడ్డగోలుగా దొడ్డిదారిలో అప్పులు చేస్తుంటే కేంద్రం ఏం చేస్తోంది? కేవలం... హెచ్చరికలు జారీ చేసి, అదికూడా అన్ని ఇతర రాష్ట్రాలతో కలిపి లెక్కలు చెప్పి, ‘ఇలా చేయడం సరికాదు’ అని ఉత్తుత్తి హుంకరింపులు చేస్తోంది. తమకు నచ్చిన రాష్ట్ర ప్రభుత్వాలు యథేచ్ఛగా తప్పుడు అప్పులు చేసుకునేందుకు సహకరిస్తోంది. లేఖలు, మాటలే తప్ప దొంగ అప్పులు చేస్తున్న రాష్ర్టాలపై తీసుకున్న చర్యలు శూన్యం! కేంద్రం ‘చూసీ చూడనట్లు’ పోతున్న రాష్ట్రాల్లో ఏపీ కూడా ఒకటి! దొంగ అప్పుల విషయంలో జగన్‌ సర్కారు చెప్పిందే లెక్క! ఈ దొంగ లెక్కల ఆధారంగానే ఆర్థిక సూచీలకు సంబంధించి కేంద్రం, కాగ్‌ పలు నివేదికలు తయారుచేస్తున్నాయి. ‘ఇవే నిజాలు. నమ్మండి’ అని ప్రజలకు చెబుతున్నాయి. దీనికి తాజా ఉదాహరణ... బుధవారం కేంద్ర ఆర్థిక మంత్రి నిర్మలా సీతారామన్‌ ఇచ్చిన వివరాలే! 2022 మార్చి 31 నాటికి ఏపీ అప్పులు రూ.3.98 లక్షల కోట్లుగా ఆమె తేల్చారు. కార్పొరేషన్లు, ఇతర సంస్థల పేరిట తెచ్చిన అప్పులు కూడా ఉన్నాయని... వాటిని కూడా రాష్ట్రం చేసిన అప్పులుగానే పరిగణిస్తామని పునరుద్ఘాటించారు. కానీ... ఇలా ఎన్ని వేల కోట్లు తెచ్చారు? తప్పుడు మార్గాల్లో తీసుకున్న అప్పులపై చర్యలు ఏమిటి? వచ్చే ఏడాదికి అనుమతించే అప్పుల పరిమితిలో కోత విధిస్తారా? ఈ ప్రశ్నలపై కేంద్రం ‘గప్‌చుప్‌’! నిజానికి... ఏపీ చేస్తున్న దొంగ అప్పులపై ఎంపీలు అడిగిన ప్రశ్నలకు కేంద్రం తప్పుడు లెక్కలే ఇస్తోంది. వీలైనంత వరకు సమాధానం దాటవేస్తోంది. తప్పక సమాధానం ఇవ్వాల్సిన ప్రశ్నలకు ముక్తసరిగా జవాబిస్తోంద. రాసింది ఓ లేఖ.. దానికి మళ్లీ సవరణ! జగన్‌ సర్కారు కేవలం అప్పుల కోసమే ఏర్పాటు చేసిన రాష్ట్రాభివృద్ధి కార్పొరేషన్‌ (ఏపీఎ్‌సడీసీ) దేశవ్యాప్తంగా దుమారం సృష్టించింది. ఈ మోడల్‌ను యూపీ సహా మరికొన్ని రాష్ర్టాలు కాపీ కొట్టి అప్పులను తెచ్చుకున్నాయి. కేంద్రం ఆధీనంలో ఉండే ప్రభుత్వ బ్యాంకుల అండదండలతో రాష్ర్టాలు ఈ తరహా అప్పులు దండుకోవడంపై విమర్శలు చెలరేగాయి. దీంతో కేంద్రం రాష్ర్టాలన్నింటికీ 2022 మార్చి 31న ఒక లేఖ రాసింది. అప్పులు కార్పొరేషన్లు చేసినా, ఇతర ప్రభుత్వ సంస్థలు చేసినా, ప్రభుత్వమే చేసినా... రీపేమెంట్‌ ఖజానా నుంచి జరుగుతుంటే వాటిని ప్రభుత్వ అప్పులుగానే పరిగణిస్తామని స్పష్టం చేసింది. వాటికి ఎఫ్‌ఆర్‌బీఎం పరిమితులు వర్తిస్తాయని చెప్పింది. గడచిన మూడేళ్లుగా రాష్ర్టాలు కేంద్రం అనుమతితో, కేంద్రం అనుమతి లేకుండా ఎంతెంత అప్పులు తెచ్చారో చెప్తే వాటిని 2022-23 ఆర్థిక సంవత్సరానికి ఇవ్వాల్సిన అప్పుల పరిమితి నుంచి మినహాయిస్తామని లేఖలో పేర్కొంది. దీనికి... జగన్‌ సర్కారు తనకు అలవాటైన పద్ధతిలో దొంగ లెక్కలే పంపింది. అంటే కేంద్రం అనుమతితో తెచ్చిన అప్పులే చూపించింది. కేంద్రం అనుమతి లేకుండా కార్పొరేషన్ల ద్వారా తెచ్చిన అప్పుల వివరాలు దాచిపెట్టింది. అయితే... ఏపీఎ్‌సడీసీ ద్వారా తెచ్చిన అప్పులు జాతీయ స్థాయిలో వివాదాస్పదం కావడంతో కేంద్రమే ఆ రూ.23,200 కోట్లను అప్పుల అనుమతి నుంచి మినహాయిస్తామని చెప్పింది. కానీ, రాష్ట్రపతి ఎన్నికలు దగ్గరికి వచ్చేసరికి సీన్‌ మారిపోయింది. ఆ లేఖ తూచ్‌ అంటూ కేంద్రం రాష్ర్టాలను ఉద్దేశించి ఇంకో ప్రకటన చేసింది. మూడేళ్ల నాటి అప్పులు కాదు... కేవలం 2021-22లో తెచ్చిన దొంగ అప్పులను రాబోయే 4 ఆర్థిక సంవత్సరాల్లో కొద్దికొద్దిగా మినహాయిస్తామంటూ జగన్‌కు భారీ ఊరట నిచ్చింది. ఏళ్ల తరబడి తప్పుడు లెక్కలు పంపుతున్న అధికారులపై ఎలాంటి చర్యలూ తీసుకోలేదు. కనీసం హెచ్చరికలు సైతం లేవు. చేసిన తప్పులు చెబుతారా? కార్పొరేషన్ల ద్వారా చేసిన అప్పుల వివరాలు చెప్పాలంటూ అటు కేంద్రం, ఇటు ఏజీ కార్యాలయం రాష్ర్టానికి లేఖలు రాస్తున్నాయి. రాష్ట్రం మాత్రం స్పందించడం లేదు. తప్పనిసరి స్పందించాల్సి వస్తే... తప్పుడు లెక్కలే పంపుతోంది. అసలు... చేసిన తప్పులను రాష్ట్రం ఒప్పుకుంటుందని కేంద్రం ఎలా భావిస్తోందో అర్థం కావడంలేదు. కేంద్రం, కాగ్‌ అప్పుల వివరాలు తీసుకునేందుకు రాష్ట్రం మీద ఆధారపడడం అనుమానాలకు తావిస్తోంది. కార్పొరేషన్లకు తప్పుడు మార్గాల్లో ఇస్తున్నది ప్రభుత్వ రంగ బ్యాంకులే. ఈ బ్యాంకులకు యజమాని కేంద్రం ఆర్థిక శాఖ. ప్రైవేటు బ్యాంకులు, పీఎ్‌ఫసీ, ఆర్‌ఈసీ వంటి ఆర్థిక సంస్థలపైనా కేంద్రానిదే ఆజమాయిషీ! ‘ఏపీలోని కార్పొరేషన్లకు మీరు ఎంతెంత అప్పు ఇచ్చారు?’ అని ప్రశ్నిస్తే ఆయా సంస్థలు, బ్యాంకులు బదులివ్వాల్సిందే. అప్పుడు అసలు అప్పులు బయటపడతాయి. కేంద్రంకానీ, కాగ్‌కానీ ఆ పని చేయడంలేదు. రాష్ట్రం ఇచ్చే లెక్కలే నిజమని ‘నమ్మి’ నివేదికలు తయారు చేస్తున్నాయి. ఈ అరకొర లెక్కలతో నివేదికలు తయారుచేస్తేనే అప్పుల్లో ఏపీ రెండు మూడు స్థానాల్లో ఉంది. పూర్తి వాస్తవాలు బయట పడితే... మరే రాష్ర్టానికి అందనంత ఎత్తులో ఉంటుంది. రూ.8,300 కోట్లను ఏం చేస్తారు? ఏపీఎ్‌సడీసీ అక్రమ అప్పుల వ్యవహారం వెలుగులోకి వచ్చింది కాబట్టి ఆ కార్పొరేషన్‌ ద్వారా తెచ్చిన రూ.23,200 కోట్లను వచ్చే నాలుగేళ్ల అప్పుల పరిమితిలో మినహాయిస్తామని కేంద్రం చెప్పుకొచ్చింది. మరి బేవరేజెస్‌ కార్పొరేషన్‌ ద్వారా తెచ్చిన ఇంకో దొంగ అప్పు రూ. 8,300 కోట్లను ఏం చేస్తారు? ఏపీఎ్‌సడీసీకి మించిన తీవ్రమైన నేరమిది. రాజ్యాంగంలోని ఆర్టికల్‌ 266(1), 266(3)ని నేరుగా ఉల్లంఘించి బేవరేజెస్‌ కార్పొరేషన్‌కు ఆదాయాన్ని మళ్లించారు. దీనికోసం ఇష్టారాజ్యంగా చట్టాలు చేశారు. అయినా.. కేంద్రం ఏమాత్రం పట్టించుకోవడం లేదు. amaravathi bhoomulu meedha kuda ilaane chesadu modi.....correct ga chesivunte cbn, jaggu indharini oke jail lo pettochu..vallu chesina comedy laki 1 1 Quote Link to comment Share on other sites More sharing options...
