'CANCELLED WITHOUT PREJUDICE' STAMP ON MY H1 VISA

I picked up my passport yesterday at Hyderabad VAC and surprised to see that my visa has been stamped but marked as "Cancelled without Prejudice".
Below are the Timelines :

Submitted Passport at Hyderabad VAC - June 22,2022

Changed from AP to Issued on July 6,2022

Again changed back to Refused on Jan 5,2023

Got mail to pick passport - Jan 6,2023

I didnt receive any slip along with passport which left me in confusion on next steps.

This is my first H1 applying from india
