Changes every 6months , it could be as low as 0% theoretically in the coming years.

Right now they are yielding over 6%, but if you withdraw before 5 years,  you will loose 3 months interest .

CDs/tbills  are giving 4.8 apr for 6 months or more ..tbills , no penalty .
