You can people admiring some prominent politicians on Twitter just because they speak fluent English. That's the sad state of affairs in our country. Many of these politicians r born in affluent families with elitist connections. Speaking fluent English is not a testament of a person's intelligence. If that is the case, some politicians who the ruling & opposition parties fondly call "Pappu" in Telugu speaking states also speak fluent English.
