True , African cities have far better infrastructure than india  

Even small cities have footpaths , drainage and better roads than many big cities of India 

If you go away from the fancy city centers even T1 centers are horrible sewage freely flows on roads , drinking water is bad , no footpaths , dust & trash everywhere

It boils down to accountability , all municipal govts /officials are accountable to state or Central govt officials 

It's not even planning , because most cities in India have a masterplan but there is no penalty if you dont follow it

Only Chandigarh is different in that regard , they have an independent municipal body where mayor is responsible for upkeep 

if we want good cities in India , they must be made independent of state/central govt in day to day operations .  They need to have their own police , courts , own share of taxes

Luanda is developed so much because of the Oil companies that have offices and separate colonies for Oil company executives who fly directly from Houston to Luanda. It's entirely different for local population. Nothing is there for locals.
