Is it collective decision by all IT to rescind salaries? bay area, seatlle , boston people ..how are you able to survive who are looking for new jobs ?

Yep, the market is in a dull mode. Some specific skills are still in demand, but no match to a year or 2 ago.

But we have some useless maestri consultancy propaganda people here commenting,

"My friend doing 2~3 jobs"

"My friend and his wife are doing 4 jobs each"

2 to 4 jobs era became less since 6 months but it will come back

But it is still there. Maybe once all existing projects are complete, new projects could be difficult for them as completely remote projects are not available without heavy competition.

IT job market is dropping for sure. Stock market is up but it does not tell the reality in most companies. Companies are reducing their Operating expenditures cutting down on consultants, IT Freeze, moving jobs to low cost areas, etc. Will continue for a year at the least.

Those 2,3 jobs are from covid time,few people still continuing doing those. in the current market finding 1 job is tough and remote is even more tough
