You're not wrong. In another interview, he said he wanted to build Ram Mandir himself so that the BJP will not use this to polarize votes in the future. Unfortunately the Congress party did not allow him to. He also was the architects of nuclear tests, but Congress party had to succumb to pressure from the West and shut him up. He said in an interview that he is the one that told Vajpayee about his plans for nuclear tests and asked Vajpayee to continue them.

Everybody supports Ram Mandir, nobody oppose it. You need to do ungli first which create repercussions and polarization which congress oppose to do doing ungli thats it. Modi always does ungli in gujarat(godhra) and he dared to do ungli at national level thats it. Congress welcomed supreme court decision on Ram Mandir too.
