H1B Transfer Help!

My friend has applied for the H1B in april 2013 and got approved . He is from mechanical enginnering background and his visa is approved based on mechanical enginnering skill set.... due to some company issues his current postion is laid off. Now he wants to move to IT sector..so, is it possible to transfer H1B of different skill sets?
