Those are govt organizations right. They are known to be super inefficient, nothing new there. But do people on H1Bs work for these organizations? Or are they mostly citizens

Yes true. One guy I know has been working there since 4 years and total work from home. He does 3 jobs simultaneously apart from being a mestri.
