I think it's partly because of their laziness and partly because of don't care attitude.

I believe their thinking is, in home/apt it's warm, in the car it's warm, and in the stores it's warm, so it's just that the exposure to the cold is for really a small time so why take the pains of wearing shoes etc etc when you can just slip your feet into the flip flops. Thats the laziness part and the attitide part goes like who cares anyways, our culture is great so they will excuse us for it, etc etc. 

Honestly, I don't see any reason other than that to wear flip flops to stores. 

I personally think it's wrong wearing flip flops or sleepwear to stores because of several obvious reasons and I have learnt that what you wear reflects what your style is, your thinking is, and your attitude is. I believe fashion does shows your personality and how you want to present yourself before others. 

It's a shame to the fellow community members who want to present themselves in a good way in public places. I typically keep a distance with such people who are careless, lazy, and still have an attitude.
