Wrong!! If someone is making others wait at the counter, that is not acceptable, anywhere around the world btw. 

If you forgot something then checkout everything and then go back to pick up items you left off and stand in line again...some stores have 10 or less item lines as well. 

Regarding what you wear is legally upto them as long as the store allows as per their policies, but it's better to wear something which is to be worn outside your home not inside.

Littering is illegal in many states and counties...if you catch someone and report the incident with pictures etc they could be fined.
