Portland is scenic...set almost the hills...Hillsboro, Vancouver...nice area and good place to start a family...BOTS influence is very less..and desis are much more cultured than the ones you see around the desi burrows...

no sales tax but high income tax..! Property prices are lower and community is relaxed type. Crime rate and all, not a big factor. 

Not sure about the income levels but what ever you make in OR, you have something in store for you.

Stay away from Hillsboro or Beaverton areas man, unnecessarily high rents and house prices. 

Better all American lifestyle kavalantey go to Lake Oswego, or West Linn areas. But Portland overall isn't a cheap place by any means compared to the Mid West, it might be cheaper than both Seattle and Bay Area in general though.
