I am not talking about this incident alone. This incident is one where no one could have done much since the shooter had a huge vantage point advantage.

That's true if you are directly in front of the shooter. What if you are behind him and can see him loading the magazine, if you have a firearm on you and can hit one shot you would stop him dead in his tracks.
