Us number synced with skype account and also got a local number ..paid $20 to get it.

ippudu question emante..india ki vellaka app use cheyali ante, do we have to pay to make calls to US numbers?

I know skype is offering free calls from india to US but does that also apply to the skype accounts registered with US number?
