Fiscal management. Defined as 

Responsible Fiscal Management is a necessary condition for good public governance. Besides enabling financial sustainability over the medium term, fiscal responsibility reinforces optimal resource allocation and enhanced productivity of public revenue and expenditure to achieve efficiency, economy and equity. Good practice fiscal management is the foundation on which a modern welfare state can build effective development praxis to deliver public goods and services; and create conditions for secular economic growth and equitable human development. Fiscal responsibility mandated by law fosters accountability and transparency of the state in public financial management; and is a bulwark against the moral hazard of financial profligacy in public finance.

As in the editions of 2016 and 2017, PAI 2018 examines the performance of the states on the relevant Fiscal Responsibility and Budget Management (FRBM) indicators. The data available for the last three years have been used for the study. Under FRBM compliance we have three standard variables:

  • Revenue Surplus/Deficit as a percentage of GSDP,
  • Fiscal Surplus/Deficit as a percentage of GSDP and;
  • Debt Burden as percentage of GSDP.

This is the only category where Telangana is top with .769 and AP got .369 . This is of course expected.

@Android_Halwa, this guy is derailing your entire schtick by claiming something you don't want anybody to talk about, lest AP gets ideas.

haha.. If the revenue was shared, things would've been much different. However one cannot confidently say that because CBN has an unhealthy obsession with shiny things like 'world class city', and does not live in reality, which is that AP is an agrarian state.

NO  TG doesnt need to share its revenues from HYD to AP, it is never mentioned in AP re-org act , aaayaney untey thella cheera enduku annttuuu

HYD serves as a common administrative capital of both AP and TG for 10 years jointly, idhi maathramey mention chesi undhi
