రాష్ట్రం విడిపోయి, ఎవరి బ్రతుకు వాళ్ళు బ్రతుకుతున్నా, కేసీఆర్ మాత్రం, తన రాజకీయం కోసం ప్రతి క్షణం, ఆంధ్రా పై విషం చిమ్ముతూనే ఉంటాడు. మొన్నటిదాకా ఆంధ్రాప్రదేశ్ రాష్ట్రం మాకు పోటీనే కాదు అని పిట్టల దొర కబ్రులు చెప్పిన కేసీఆర్, అన్నిట్లో ఆంధ్రప్రదేశ్ ఫస్ట్ వస్తూ ఉండటంతో, తట్టుకోలేక పోతున్నాడు. తాజాగా, ఈజ్ అఫ్ డూయింగ్ బిజినెస్ లో ఏపి మొదటి ర్యాంకు రావటం పై, తట్టుకోలేక పోతున్నారు. ఈజ్ ఆఫ్ డూయింగ్ బిజినెస్‌ ర్యాంకుల్లో తెలంగాణకు అన్యాయం జరిగిందని, మా రాష్ట్రానికి దక్కాల్సిన మొదటి ర్యాంకును తప్పించి, రెండో ర్యాంకును ఇచ్చారని రాష్ట్ర ప్రభుత్వం కేంద్ర ప్రభుత్వానికి ఫిర్యాదు చేసారు.

ఈ మేరకు ప్రభుత్వం తరఫున ప్రధాన కార్యదర్శి ఎస్‌కే జోషి కేంద్రానికి లేఖ రాశారు. ఆంధ్రప్రదేశ్‌తో పాటు తెలంగాణకు సమానంగా మార్కులున్నా, చివరకు ఇచ్చిన ర్యాంకులలో తప్పులు చేసినట్లు పేర్కొన్నారు. కేంద్రం వైఖరి కారణంగా తెలంగాణతో పాటు మరికొన్ని రాష్ట్రాలకు సైతం మార్కులు తారుమారయ్యాయని పేర్కొన్నారు. ఈ వ్యవహారం వల్ల ఈవోడీబీ ప్రామాణికత ప్రశ్నార్థకంగా మారిందని, వెంటనే తప్పులు సవరించి కేంద్రం తిరిగి ర్యాంకులను ప్రకటించాలని కోరారు. సీఎం కేసీఆర్‌, మంత్రి కేటీఆర్‌ ఆదేశాల మేరకు సీఎస్‌ లేఖ రాసినట్లు తెలిసింది. అందులో ర్యాంకుల అంశంపై తెలంగాణ ప్రభుత్వ అభ్యంతరాలను జోషి పేర్కొన్నారు.

గతనెల 10న ఈవోడీబీ 2017-18 ర్యాంకులను కేంద్రం ప్రకటించింది. ఇందులో ఏపీ మొదటి స్థానంలో, తెలంగాణ రెండో స్థానంలో హరియాణా మూడో స్థానంలో నిలిచింది. అయితే ఇది తట్టుకోలేని కేసిఆర్, కంప్యూటర్‌ టూల్స్‌ ద్వారా జరిగే ర్యాంకుల మూల్యాంకనంలో తప్పులు జరిగాయని, పలు రాష్ట్రాలకు నష్టం వాటిల్లేలా గణన జరిగిందని, మూల్యాంకన ప్రక్రియలో అవకతవకలు, తప్పులు దొర్లాయి అని కేంద్రానికి ఫిర్యాదు చేసారు. అంతే కాదు, దీనిపై రాష్ట్రప్రభుత్వం తరఫున కేంద్ర పరిశ్రమలశాఖ మంత్రికి ఈ వ్యవహారంపై ఫిర్యాదు చేయాలని నిర్ణయించింది. పార్లమెంటులోనూ ఎంపీల ద్వారా అభ్యంతరాలను లేవనెత్తాలని రాష్ట్రప్రభుత్వం భావిస్తోంది. అయితే వాస్తవం మాత్రం ఇలా ఉంది.

డిపార్ట్‌మెంట్‌ ఆఫ్‌ ఇండస్ట్రియల్‌ పాలసీ అండ్‌ ప్రమోషన్‌- డీఐపీపీ, ప్రపంచబ్యాంకు కలిసి కేంద్ర, రాష్ట్ర ప్రభుత్వాలు ఏటా తీసుకొస్తున్న వాణిజ్య సంస్కరణలను గత మూడేళ్లుగా మదింపుచేస్తూ వస్తున్నాయి. ప్రభుత్వాల పరిధిలోని వివిధ నియంత్రణ సంస్థల పనితీరును సంస్కరించి మరింత వేగంగా, సమర్థంగా, పారదర్శకంగా సేవలు అందించేలా చేయడమే ఈ కసరత్తు ప్రధాన ఉద్దేశం. ఇందులో భాగంగా ప్రభుత్వపరంగా తీసుకోవాల్సిన సంస్కరణల సంఖ్యను గత మూడేళ్లలో 285 నుంచి 372కి పెంచారు. కార్మికులు, పర్యావరణం, అనుమతుల మంజూరు, సింగిల్‌విండో విధానం, నిర్మాణ అనుమతుల మంజూరు, కాంట్రాక్ట్‌ల అమలు, ఆస్తుల రిజిస్ట్రేషన్‌, క్షేత్రస్థాయిపరిశీలన విభాగాల్లో తీసుకొచ్చిన సంస్కరణలను ప్రధానంగా ర్యాంకింగ్‌లకు పరిగణనలోకి తీసుకున్నారు. ఈ సంస్కరణల్లో ఎన్నింటిని అమలుచేశామన్న విషయాలను రాష్ట్ర ప్రభుత్వాలు సమర్పిస్తున్నాయి.

ఇలా సంస్కరణలు అమలు విషయంలో, మన రాష్ట్రానికి 99.73 స్కోర్ రాగా, తెలంగాణా కు 100 శాతం వచ్చింది. అయితే, ఈ సారి మాత్రం, ర్యాంకింగ్స్ విషయంలో కేవలం సంస్కరణలనే పరిగణలోకి తీసుకోలేదు. ప్రభుత్వం అందిస్తున్న సేవలను ఉపయోగించుకున్న కంపెనీల నుంచి ఫీడ్‌బ్యాక్‌ను తీసుకుని, ఈసారి ర్యాంకులు ప్రకటించారు. ర్యాంకులకోసం ఈసారి ఫీడ్‌బ్యాక్‌ను తీసుకోవడంవల్ల ప్రభుత్వ సంస్కరణలు వాస్తవంగా అమలవుతున్నాయా? లేదా? అన్న విషయం ఫీల్డ్ లెవెల్ లో రూడీ అవుతుంది. దేశంలో సుమారు 50వేల మందితో ముఖాముఖి మాట్లాడించి ఆయా ప్రభుత్వాల తీరుపై అభిప్రాయాలు సేకరించింది.

23 రాష్ట్రాల్లో సుమారు 5వేల మందికిపైగా ప్రైవేటు సెక్టార్‌ వినియోగదారులు, ఇంజినీర్లు, లాయర్లు, ఎలక్ట్రిక్‌ కాంట్రాక్టర్ల ద్వారా క్షేత్రస్థాయిలో జరుగుతున్న వాస్తవాలను తెలుసుకొంది. ఇలా వివిధ కంపెనీలు ఇచ్చిన ఫీడ్‌బ్యాక్‌ లో, ఆంధ్రప్రదేశ్ రాష్ట్రానికి 86.50 స్కోర్ రాగా, తెలంగాణాకు, 83.95 స్కోర్ మాత్రమే వచ్చింది. అందుకే, ఫైనల్ రిజల్ట్ లో మనం ఫస్ట్ వచ్చాం. కంపెనీలు మన రాష్ట్రం పట్ల ఎంత నమ్మకంగా ఉన్నాయి, చంద్రబాబు ఏ రకంగా కోఆపరేట్ చేస్తున్నారు అనే దానికి ఇది ఒక ఉదాహరణ. ఇంత పర్ఫెక్ట్ గా సిస్టం ఉంటే, ఫీల్డ్ లెవెల్ లో ఏపి అద్భుతంగా ఉందని రిపోర్ట్ చెప్తుంటే, కెసిఆర్ ప్రభుత్వం మాత్రం, మాకు అన్యాయం జరిగింది అంటూ, ఏపికి నెంబర్ వన్ ర్యాంక్ రావటం పై కేంద్రానికి ఫిర్యాదు చేసింది.
