14 may not be enough to guarantee top 4. Expecting 2 teams to get to 16 (8 wins each) and 3 to get to 14 (7 wins each). Leaves 19 wins between 3 teams. So, potentially a 4 way tie for two places (assuming one of the bottom three also gets 14 points).
