Ad's on the back of paper roll  are printed for whole state by RTC before hand. Tickets will be printed on other side of the paper later. But it was clear mistake that those roll's shouldn't have been sent to Thirupathi. 

Also still not clear which government's minority department gave those ad's to RTC.
