also EAD/AP after 140 provides some relief to ROW and our backlog people

So 3 differences:

No one will get GC but will get EAD till 9 years only.

ROW after 3 years restrict to 5.7% till 9 years.

Witch companies can't apply H1Bs but a lot of them will get EAD so will form smaller companies with less than 50 people and hire the OPTs/H1B through contracting through witch companies again.  

Donno if this will pass since no one else will get GC or will get delayed terribly if they are outside US. Farming etc.

I doubt it. WITCH companies lobbying will come in full force. Witch company employees US ki raagaane switch avuthaaru to different employers. Witch companies will fight very hard against this bill.
