But that said that’s how a regular policeman go about asking the details and since the victims family (her sister and mom) were in a pressure situation it is understandable that didn’t take kindly of those questions. India is among the lowest of lowest among the police per capita, some 1 police officer for 100,000  population, and you can’t expect the policeman to be like some airline or hotel emoloyees to be more personable. there is some highhandedness and ruggedness in their approach and that’s how they have been acting all along. policemen too in this case misjudged or not anticipated that something of this magnitude would have had happened and in future I am hoping that they would act more swiftly

I agree with you that we are long way in achieving global standards...but we have to take cognisance of the fact that there are various committed constituted for police reforms since 1970's...

Second administrative reforms commission recommendations on police reforms, supreme Court directives on police reforms etc....but these are never implemented...who is to be blamed...

P.S- I once again reiterate that don't do the mistake of comparing emergency services with hospitality services....health care, police and military are a part of emergency services...at least a decorum should be maintained while dealing with those situations ..
