almost every infra project that state takes on - ringroads or whatnot has been funded by the center, or underwritten by the center. 

applies to all states. not just AP.

Do you seriously think Hyd would have gotten a flashy new airport, or a metro without center providing the reqd guarantees?

The topic is about direct budget allocations funds and project wise. 

If you talk about central help policy wise then you can virtually give credit to center on any investment activity by companies in state since everything involves centers policy in those industries

Budget is not about which state the central govt is favouring. Centre is not actually favouring any particular state or region directly.

It does so by cutting outlays for certain items, for which states get money from the center. 

If a state wants to take more money, it just has to revisit their policies to align with the budget. But the problem is, this govt cuts even food subsidies at a time when 50% of Indians kids are malnourished.

and we are talking about new trains allocated to a region. Go ask your southwestern railway division about it. Railway budget has almost nothing to do with the central budget, and railways are sufficiently decentralized in India.

everything comes under the budget. Just because you listen only to some budget speech, it doesn't mean south or AP/TG doesn't get anything.

The entire joke is that India doesn't deserve to be one nation.

states can't raise enough money to fund their own activities for the most part. 

central govt even pokes its nose into every aspect of health, education, nutrition schemes by the state.

and someone thinks that having enough lobbying power at the center is useless in asserting our policies on to the central budget. lol.

The thing is, south gets what the entire India gets. But south doesn't want what India wants. They have already secured distribution systems to serve their people, and need the freedom to plan their future according to their current requirements. Their requirements are diff.

issue is not what the south got in the budget. but why can't south make its own policies to benefit itself.. and have freedom to fix its tax rates, educational policies etc. 

for everything central govt wants to dictate parts of what state does.

This is not about some infra project that the south doesn't get (it gets enough), or some rail lines (lol this one).

There's nowhere to go except challenging the federal structure of India, and insisting that the center stick by the principle of the original constitution by not interfering in areas under state list.

and slowly add new ones to the state list, like ability to tax.
