lol...I had this in mind and I started one with just one video so far but don't have time to proceed further.
As per my experience, it takes lots of time and dedication and off course content passion as its not easy to make cartoons/characters. If you think if you have those, then go ahead, Good luck!

There are lot of free and paid softwares you can use. google them.
