They need to test for patients safety first. The first aim is this not should harm healthy patients who could potentially cured by normal procedure and shld not give side effects. 

In Normal scenario when a drug is tested and approved they will test in mice/humans for various periods. like 1 week, 28 days 3 months and 6 months. 

After 6 months if they dont develop any side effects it will come to market.
