REAL ID

Will my date to bring in REAL ID documents be extended?

Yes, the U.S. Department of Homeland Security has extended the national deadline for REAL ID compliance to October 1, 2021. That means all Marylanders who are not yet REAL ID compliant should check the REAL ID Lookup Tool for the next steps to take.

VEIP Services

I have an upcoming VEIP emissions test date. What do I do?

At this time emissions inspection dates in March and April have been postponed.  MDOT MVA will provide you with your new date.  ALL VEIP stations are closed until further notice, however you can use one of the icpdf.gif24-hour VEIP self-serve kiosks in the meantime if you would prefer.

I heard some VEIP locations are now testing sites for COVID-19. Where can I find out more information?

Currently, testing is located at Vehicle Emissions Inspection Program (VEIP) sites in

  • Glen Burnie (Anne Arundel County), 721 E Ordnance Rd, Curtis Bay, MD 21226
  • Waldorf (Charles County),  28 Henry Ford Cir #2787, Waldorf, MD 20602
  • Bel Air (Harford County), 1631 Robin Cir #3068, Forest Hill, MD 21050
  • Columbia (Howard County), 6340 Woodside Ct #1071, Columbia, MD 21046
  • White Oak (Montgomery County), 2121 Industrial Pkwy, Silver Spring, MD 20904

Healthcare provider orders and appointments are required for testing. Please visit the Maryland Department of Health for more information.

Driving Education and Skills Tests

Will I be able to take a permit or driving skills test while MDOT MVA branch offices are closed?

All permit and driving skills tests are cancelled at this time. You will need to reschedule once the MDOT MVA resumes normal operations.  If you are trying to obtain a commercial driver’s license, please reach out to MDOT MVA at [email protected] or call 1-800-950-1682.

Can I take driver’s education online?

In response to the state of emergency in response to the COVID-19 pandemic, the MDOT MVA has approved the emergency use of distance learning to provide the certified driver education program only for the period of time a state of emergency is declared in Maryland. Schools offering distance learning have certified that the system they will be using meets all the standards outlined by MDOT MVA, as well as all other regulatory requirements for approval by MDOT MVA. Contact a driving school near you to see if it is certified to provide distance learning.

Can I obtain a learner’s permit online from the MDOT MVA e-store?
Under REAL ID, MDOT MVA cannot issue a driver’s license or learner’s permit remotely the first time, it must be done in person. You can, however, take driver’s education online prior to getting your learner’s permit, but you will still need the learner’s permit before you can drive with a supervising driver, including a driving school. Tag and Title Services

How can I obtain tags or a new title while the MVA branches are closed?

MDOT MVA is processing title work that is sent by mail to the MDOT MVA Glen Burnie Office, 6601 Ritchie Highway NE, Glen Burnie, MD 21062.  Please allow additional time for processing due to limited staff.

Tag Return

How can I drop off my old tags and when can I cancel my insurance?

Customers may drop off tags at any one of our icpdf.giftag return drop boxes. Customers are able to cancel their insurance once they drop their tags in the return bin. MDOT MVA will use the date on the tag return form as the cancellation date. Additionally, customers may mail in tags to our Glen Burnie headquarters.

Commercial Driver’s License (CDL) Medical Certificate

Will my CDL license be downgraded if my Medical Examiner’s Certificate expires during the COVID closure?

Federal Motor Carrier Safety Administration (FMCSA) has granted a waiver for an expired Medical Examiner’s Certificate (MEC). MDOT MVA recognizes that CDL holders may have difficulty in scheduling time with physicians to do a medical certification during the COVID-19 health emergency.  As such, current CDL holders will not be downgraded for not turning in a medical certification expiring starting March 1, 2020.  MDOT MVA is still processing medical certificates received by mail, fax and email, although it may take a little longer to process because of limited staff.

You can submit your completed forms through one of the following methods:

  • Fax: 410-787-7959
  • Email: as an attachment to [email protected]
  • Mail: Maryland Motor Vehicle Administration Driver Services Division, Room 207, Commercial Licensing Unit, 6601 Ritchie Highway N.E., Glen Burnie, Maryland 21062.

I have a CLP and have passed all portions of the Commercial Driver's License Driving Skills Test (CDL Driving Skills Test). May I operate a commercial motor vehicle (CMV) without having a licensed CDL holder seated beside me in that CMV?

Effective March 28, 2020 and until either June 30, 2020 or the revocation of the federal declaration of a national emergency related to the COVID-19 pandemic (whichever is sooner), the Federal Motor Carrier Safety Administration (FMCSA) has granted a waiver of the requirement that a CLP holder be accompanied by a CDL holder, with the proper CDL class and endorsements, seated in the front seat of the vehicle while the CLP holder operates a CMV on public roads or highways. A CLP holder may operate a CMV on public roads or highways without an accompanying CDL holder present in the front seat of the vehicle, provided that:

  • The CDL holder is elsewhere in the cab;
  • The CLP holder is in possession of evidence from the testing jurisdiction, including an authorized third-party tester;
  • The CLP holder has passed the CDL driving skills test; and
  • Unless the FMCSA waiver issued on March 24, 2020 applies, the CLP holder has a valid non-CDL driver’s license, CLP, and medical certificate.
