Make sure the person knows LWC pretty well as companies are looking for it... have a certification (admin 201 is good) and try ur luck.

I recommend to take both bro. All developers can work as admins but not all admins can work as developers. You must know the knowledge of admin to work as a developer. So go for both and learn Apex, Visual force. It is better to take some time and learn the skills than jump fast without proper foundation.

Apex is similar to Java but apex is specifically designed for Salesforce. Visual force is equivalent to html. 

Yes you can learn without any prior programming knowledge ..
