The UN Security Council blocked a move by Pakistan to get four Indian nationals listed under the 1267 Al Qaeda Sanctions Committee with India asserting that Islamabad's blatant attempt to politicise the UN procedure on terrorism has been thwarted.

Pakistan had submitted the names of Angara Appaji, Gobinda Patnaik, Ajoy Mistry and Venumadhav Dongara for designation under the 1267 Al Qaeda Sanctions Committee of the UN Security Council.

However, Pakistan's attempt was thwarted as US, UK, France, Germany and Belgium blocked the move in the Council. Sources pointed out that a request by Pakistan containing names of Mistry and Dongara had been blocked earlier around June/July and another attempt with the remaining two individuals was blocked on Wednesday. They added that no evidence was given by Pakistan in its case to get the four individuals listed.

"Pakistan's blatant attempt to politicise 1267 special procedure on terrorism by giving it a religious colour, has been thwarted by the UN Security Council. We thank all those Council members who have blocked Pakistan's designs," India's Permanent Representative to the UN Ambassador T S Tirumurti tweeted Wednesday.

Last month, India had laid bare a lie by Pakistan about Indian nationals in the 1267 Al Qaeda Sanctions List of the UN Security Council. In response to the remark by Pakistan that it submitted names of the four Indians to be proscribed under the Sanctions List, India had said the Sanctions List is public and the world can see none of these individuals are in it.

The 1267 Committee works on the basis of evidence and not random accusations thrown in to divert their time and attention.

  • The engineer in question is Venumadhav Dongara, who comes from a modest agricultural background. He was an excellent student and completed his M.Tech in power systems.

After working in Chennai for some time, Dongara moved to Afghanistan in December 2016 to work with KEC International, a subsidiary of the RPG Group.

Pakistan made the plan in March to link him with terrorism.

  • Reportedly, Pakistan's infamous Inter-Services Intelligence (ISI) wanted to hold Dongara responsible for an attack on Peshawar airbase in 2015, in which 29 people died.

In its notorious plans, Pakistan was aided by its all-weather ally China. Efforts were being made to get Dongara listed by United Nations Security Council's 1267 Sanctions Committee this month.

Thankfully, he was extracted from war-torn Afghanistan on September 7.

According to Indian security agencies, Ajoy Mistry holds an Indian passport and worked two years (2016-2018) as a cook in Abu Dhabi. Earlier, between 2008 and 2011, he worked as a cook in US Army camp in Iraq, and on June 2012 went to Kabul and spent two more years as a cook in Afghanistan. After being warned, the Indian officials say, he returned to India and is now in Kolkata.

Pakistan has claimed the Mistry was involved in “facilitating the movement of foreign terrorist fighters from Syria and Iraq to Afghanistan and held a number of meetings with ISIS-Khorasan leaders in 2017 and 2018”. It further states that Ajoy Mistry provided finances to ISIL-K leadership in August-September 2018 to carry out suicide attacks at Kalaya Bazaar, Orakzai, Khyber Pakhtunkhwa, Pakistan in which 31 persons were killed.
