Article says that only the driver of the Armada was wearing a seatbelt, which means the front passenger wasn't wearing one.

first and foremost when you are driving on single lane highways in US roads are marked don't try to pass when the lane is marked solid white or or double yellow. Just because its late in the night and its remote place doesn't mean that u can just ignore them. there is a reason why those marks are painted that way
