until case officer works on the caase and allocates my (ANUMBER )  a VISA (GC) number bro (at what point i get GC number allocated ?? it can be at the time of acase officer opens the case , or issues a rfe or interview or answering the interview or answered a rfe no one knows), i am in both queues , you may ask why ???

for example if I got to my old company which has eb2 140 , and for suppose my dates are current in eb2 I might file one more 485 or you can upgrade downgrade so he wont move, the problem with this eb2 movement will be hampered unenecessaairly 

the only solution is he cana clear aall the eb3s out by aallocating a number , then he can move eb2

thats my guess

Charlie uncle clearly explained this logic also. He allocate a block of visa numbers each month based on demand and if USCIS doesn't allocate then they will return to CO uncle's pool. It's in USCIS discretion to request visa number. If they don't go hand in hand between DHS and USCIS, that's when you see very old cases being left out like 2009 cases where the allocated numbers went to retrogression pool.
