You don't necessarily need to be a citizen bro...but it will be little difficult to adopt kids from other countries since the kid needs to stay with you for at least 2 years outside USA and then you have file for his/her dependent visa...that's a no go bro...%$#$

but you can adopt a US citizen that too depends on which agency you work with in finding the baby/kid and the parents should be willing to give you the rights to take the baby outside the USA...%$#$
