State of Hyderabad was an independent state and British protectorate and Present day Andhra was part of Madras Presidency..

who asked the indians to begin with? lets atleast start with kashmir then and truly ask other indians. Give plebiscite to andhra and tn and kerala and tell them their borders are no longer pakistan or kashmir but peaceful tamils, telugus or mallus. Tell them their ports remain with them their taxes remains with them.

Tell them their languages will have international status, their prime ministers speak in their language, their parliament will debate laws in their language. And ask them what they want and see.

I think you are a little unfamiliar with what motivates people.

People prefer status quo. unless they forced to otherwise.

The constitution of India today does not allow for secession. India is a Union of states rather than a federation of States. New States can be formed in India. Indian constitution does not even talk about secession. 

Section 124A of the IPC, which deals with sedition, states, Whoever, by words, either spoken or written, or by signs, or by visible representation, or otherwise, brings or attempts to bring into hatred or contempt, or excites or attempts to excite disaffection towards, the Government established by law in India, shall be punished with imprisonment for life, to which fine may be added.

In fact suggesting that States should be separated from India and become separate countries constitutes sedition.
